Three employees of a massage parlor in Hallandale Beach bonded out of the Broward Main Jail on Thursday night after being arrested Wednesday in a prostitution investigation, booking records show.
Ying "Lulu" Zhao, 37, Shu Yuan "Nikki" Sun, 42, and Yan Wang are accused of practicing health care without a license, prostitution and earning money from prostitution, according to the arrest reports.
Hallandale Beach police received complaints about possible human trafficking and prostitution at the MemeX Massage Parlor, 2500 E. Hallandale Beach Blvd. Undercover officers conducted a monthlong investigation.
On a March 5 visit, a woman at the front desk told the undercover officer to go into a room, take off his clothes and lie on the massage table. Three minutes later, "Nikki" walked in and massaged his back, shoulders and hamstrings for about 30 minutes, the arrest report stated.
She told him to turn over and she began massaging his chest, shoulders, abdomen and thighs, occasionally brushing her hands across his groin. She made a stroking motion with her hands to indicate an offer of masturbation, the report stated.
The detective asked her how much it would cost him and she replied, "Good tip, good tip," to indicate the more he spent, the longer the service would last. When the detective said, "Maybe next time," she ended the massage quickly, according to the investigative report.
On March 22, another undercover detective paid $69 for an hourlong massage. He went into a room, disrobed and lay on the table. "Lulu" entered and performed a massage on his back, chest, legs and buttocks, the report stated.
On Wednesday, police arrested her on a charge of failure to have a massage license, records showed.
The investigation is continuing; more arrests are expected.
Several police agencies and the Florida Department of Health Board of Massage Therapy have been working to shut down massage parlors that are fronts for prostitution.
The board ruled in January to revoke 19 massage licenses and voted to accept the voluntary surrender of 55 massage therapists' licenses.
The majority of the cases involved Chinese women who obtained their state licenses fraudulently by submitting fake credentials.
The women arrested in Hallandale Beach were natives of China, the arrest record stated.
